can i swap out the old busted 4.3 vortec with a beefy 350 small block without to much money lost into the project or trouble?

legally NO. The emissions certification would be seriously compromised. Technically yes, but a lot of work will be involved. A completely new drive train, frame,etc. Much better to start over with an older Surburban to restore.
