I own a 2000 Dodge Intrepid so it might have the same setup as a Neon.

Look and feel around the bottom of the door, there should be screws. Remove the screws and look inside the armrest/grab handle on the door, there should be a little square tab, use a flathead screw drive to pop it out and there should be a screw there. After removing the screw there should be one near the door handle, should also have a square tab, pop it open and remove that screw. Now lift the bottom of the panel and it should move away, lift up so the top of the panel can pop out of the window's lip. Disconnect the wire harness for the power locks and windows. From there you should be able to move the panel away. Now you should see a black rubber like mat covering the door. Pull it away carefully and you should be able to access the inside of the door.

Hi TCPMeta, welcome to the forum

Thank you for this information. I hope petroannies will still see it and take advantage of it. If not, I am sure others facing the same problem can be helped by it.

hey I have a dodge neon that I just replaced the lock acuator on. all you have to do to pop off the door panel is remove two screws one that is in the arm rest underneath a plastic tab and a screw that is at the door latch on the inside under a plastic tab. after you remove those two then pull on the upper right part of the door up on the corner peice of the plastic on the window then keep pulling/ popping the panel all the way around. when you get to the bottom of the widow you will have to pull up to get the panel un hooked it is lipped by the window if you need the panel completely removed you will have to unplug a few clips if you have auto locks good luck and good wrench.
