How do I get up to date notices about plumbing /drain cleaning or heating questions?

If you have selected to be Subscribed to a Topic (in the options of your Profile) when you post to it, then you will be automatically be Subscribed to it.

When visiting a Topic within a Forum, that you have not posted to, at the top of the first post, under the name, you will find a box titled "SUBSCRIBE".

You must click on that, to Subscribe to that Topic.
