My 1996 Camry LE accelerates to 2 - 4K rpm and does not return to normal idle speed. I am also getting a low EGR flow code, does anyone have any suggestions.

You need to check the EGR, it could be dirty or dead, I would also check the Intake butterfly valve for dirt also.
