Where and how depends on the type of vehicle you are driving, but generally speaking the battery light comes on only if it detects less than about 13 system volts, meaning you are draining the battery (presumably because alternator isn't working, since if it was, your system would be at greater than 13 volts).
Generally the fusible link for higher current stuff (alternator, starter, ECU, etc.) is in a seperate fuse box in the engine compartment. If it's not labeled clearly, your Haynes will have it labeled... "fusible links" are fuses, remove one side of the fuse (or both if easier) from the circuit, and test for ohms across the fuse (with a multimeter). should be less than 2 for most auto applications
