how do i release the water stop from the sink

Greetings Mark welcome to the Forum.

Could you be talking about a Pop-Up stopper?
The type that you operate with a Rod, pulling it up and down?

Here is a Link to one of the Moen Faucets... http://www.moen.com/shared/pdf/instruction_sheets/ INS165B.pdf

This assembly is under your sink, and when you see it, you can relate the drawings.

On Page 3, in reverse order, look at Figure 13 then 12 then 11.
That shows the little Rod and Nut which must be removed, to release the Stopper, where it can be drawn up and out of the Drain inside the Sink Basin.

Just reverse the order, to replace it.
