My brand new car's brakes screech even when I tap them ever so lightly especially during and after it rains. The dealership claim my brakes are fine (except for slight rust on rear brakes).
Someone suggested brake cleaner in case the brakes are "glazed over." While I'm NOT car-savvy, is this going to help?

NO. If the friction material is glazed-over they have been over-heated. This causes the resins in the friction material to come to the surface and harden (friction material surface will look shiney)causing brake squeel, usually at tip-in.

Another possibility is:
You have what is known as tip-in brake noise. If it does this only after it rains the friciton material is absorbing moisture. This is most likely not dangerous, but is annoying. I would request new brake pads.

No matter what-- If I just bought the vehicle NEW, I would strongly tell them to change the friction material.
