My toilet is not backing up persay but the tank is filling up with dirty water on each flsuh. I live in an apartment where handyman duties are your own... any ideas?

The dirty water coming up may be a problem in the water pipe system - did you ask you neighbors if they experience the same problem?

If you live in an apartment, the handy man duties are NEVER your own. Tell the land lord to fix it, you pay rent dont you? I have never seen anythign like that, but the dirty water MUST be backing up from the soil pipe, since the water supply is clean water. That sounds pretty serious, almost a health issue. If your land lord doesnt do anything, mention it to the board of health, they will force him to fix it, though I am sure the landlord wouldnt be to happy with you.
