Yes, the lamp might have created a low resistance 'short circuit' when the filament blew out. Mechanically as the filament broke up, it effectively put a shorter length of filament between the wires. The high current pulse from this event blew out the triac (semiconductor switch) in the dimmer; they don't handle overloads well and would certainly blow out before the circuit breaker popped.
There you have it. Make sure you turn off the breaker before changing the dimmer. Or call the electrician.... BTW, it could have happened with any light bulb, not just a halogen.
