UMM, that's a stretch !
You shouldn't be able to set the Heater hot enough to pop the T/P. It should be rated well beyond what you can set.
I can't help but remember just in the past couple of days, where some other Users had a Surge Problem, and made the Heater T/P burp like that.
Just in case you don't know the generally accepted temperature (A,B,C don't tell you much) it safe to run it where at the first HW outlet/sink/whatever is at 120°.
That's considered the most you can take without hurting yourself, then the rest of the system is ok, because of the cooling the HW experiences as it travels through the Pipe.
Keep an eye on it, and let us know what happens.
