im wondering,my service is two 150amp disconnects going in my house.is it posible for me to replace one of the 150's with either a 300amp, or even a 400 hundred to supply a new garoge/shop with at least 150mp's?or would i have to replce both?

Greetings Mark welcome to the Forum.

the existing breakers to you house are dedicated to existing circuits there.
You shouldn't change them in any way.

If you want a new installation for an additional structure, you should do that by it's self. Panel and appropriate circuit protection for it, and only it.
