Just got he emissions test results on a newly purchased vehicle (1995 GMC Yukon w/ 166k miles). The results are high speed RPM: 2469 and Low speed RPM: 0661

HC 220-46 pass 220-1178 fail
Co 1.20-.72 pass 1.20-2.81 fail
CO2 13.7 11.0
O2 1.4 4.0
NOx 0.00 0.00
Dilution 14.4 13.8

…….car runs great. You can smell the rich fuel. I moved from Kentucky where inspections aren’t law and seeking in-site to the results, as well as what my next steps should be to remedy the situation. This is just a weekend recreational vehicle but would like to keep the truck up. Are some locations more lenient to pass than others? What would be the recommended steps from here………..diagnostics? general tune up first? Consultations from certified mechanic? Thanks for any advice!
