Only a guess, but I believe there is a hole in the bulb housing into the main fuel stream of the carburetor. This may affect the fuel/air ratio and cause problems.

FWIW, mine does that if it's not getting fuel.
Maybe air is getting into the fuel line somewhere ?
Have you checked if the fuel pump is ok? You might need to change it as well as the fuel filter.
