The 70VDC may not be abnormal. Quite a lot of power supplies for boards may have a heatsink which is at a high voltage potential depending on where the reference common point was used.

Any voltage over 48 VDC is potentially lethal.

It sounds like this fridge may have a defrost circuitry problem. Trace back the compressor power to a relay to see if the relay is providing the compressor line voltage.

i applied fresh solder to the relay. it looks like this may have solved the problem for now.

I thought the 70vdc was an error.

If solder on the relay works:

The temp provided by soldering my have loosen a stuck relay contact. Continue to monitor the relay if you have issues.

The 70 VDC is not abnormal because if the negative DC supply is not tied to chassis ground it will be floating when referenced to ground. Some power supplies can float to high voltages above ground and this is completely normal.

looked at a print looks like compressor fans start winding are 70v so they would be above ground

sunday in my shop i worked on a rear projection tv 52 inch horizontal output transistor collector runs at 162 vdc steady.vedo drivers on each crt boards x3 runs 146vdc steady so with that said high voltage on collectors is not uncommon.my maytag washer is digital collector for motor start up 150vdc .so your 70v is nothing .engineer was paid 60,000 a yr. to design that so let it go
