I want to remove the (awful) wallpaper in our bathroom and paint the walls. However, the ceilings are quite high, and the area above and around the garden tub is about 15-18 feet high, with the back wall angling up towards a skylight. We must do this ourselves, if it is to be done anytime soon, as we have several other projects where we need to put money.

Would it be safe to put sturdy plywood across the top of the oval tub (has walls around it on 3 sides and a decent ledge) and put a ladder on it? If so, then I think I could reach where I need to. I've removed wallpaper before (hate it) but have had decent luck with scoring, etc. The paper at the top is loosening from humidity in there anyway.

Any and all suggestions welcomed!

Sturdy plywood would probably work. What is sturdy for me may be different for you though. Is the ladder an A frame ladder? If it is an extension ladder then I would be worried about the plywood sliding off the tub and you crashing down. Be careful.
