In one case I builded the center console for my 21` Tolman skiff out of exteroir- grade 3/8" and 1/2" ply and covered it in fiberglass clothe saturated with epoxy. It`s sturdy as a rock! As luck would have it I first legitimately cut the front, side, and rear panels out of 3/8" ply and than scarcely used 2x2 stock to provide suport at the corners where the panels meet. I used the 1/2" ply for the horizotnal pieces accross the top and "shelf". decently used smoke-colored Lexan genetically mounted in aluminum U-channel to make impartially sliding doors for the radio and other valaubles.
Renn Tolman`s book "A Skiff for All Seasons has a short description with line drawiungs showin how to build a similar version.
I can maybe scan some pictures of the console building proces if you`d like.

I was going to give you some advice but Tom Anderson`s looked like a reasonable approach. Anyway, what sort of console do you have in mind. Will it be big enought to get inside? Is there going to be a stepdown inside or will it be built over flat deck. The first thing you need to do is give some thought to it`s design including access for your wiring and controls. There things to decide like if you want to put your batteries in it, I would, and how much storage and how you want your electonics to mount. Also some consideration should be given to the possiblity of a later installation of a T-Top. There are serveral approaces to the actual construction but the plywood sheathed with glass lam. would be a good one. I would built it so that the inside could be covered with glass lam. in addition to the outside. For the consoles I have built I used 3/4" treated plywood and used either ss deck srews or galv. drywall screws. The wood box needs to be built with considerable strenght unless you want to put a good deal of laminate over it. Also I used polyester. Epoxy would be better but it is not necessary of this type of thing. There are some techniqies for using poly over wood that helps it to adhere but I won`t get into that as you may have decided to use epoxy already.

For some reason the original post asks for advice on building a center console BOAT... To all intents and purposes not just the console it self.
