I have a 96 Ford Van E250 and it is real hard to start the vehicle if it is not on the level. It will crank like crazy and then eventually start. Could it be the fuel pump??

Yes, it is mosy likely to do with your fuel system. Begin with the simple things: Fuel filter. Treat your tank to remove accumulated water.

If neither of these help, have fuel system checked. I say system because even though the pump may be good, a fuel pressure regulator may be bad, without which you will not get proper fuel pressure.
