how do i cut an end cap for a chair rail

Greetings jb welcome to the Forum.

Depends on the material the Rail is made of.

If it's wood, you might get a Router, and just finish off the end of it.

If it's Fiberglass (like commercial) you'd have to do a lookup on the materials, and order an end for it.

One other way it take the Rail all the way to the wall, and you don't have to have an end on it !
