I purchased 22 yards of topsoil from a landscape construction company and had it delivered. As I started to spread the topsoil I noticed that the outer and center of the pile was very wet, like a muddy mixture. At first I did not think much about it because it down poured for 2 days prior, but after 2 days of spreading I noticed the top layer dried into little balls and crummble and the lower layer is still very moist. I thought it might be dredge, but I did find a sprinkler head in the middle of the pile. The pile also smells like manure, you can smell it down the street. Is this normal? Please, any comments would help. Is this going to grow grass?

no that's not normal. they might have given you compost by mistake.
