my alternator is only putting out 11.5 volts, so i bought a new one and it dose the same thing, so i took both alternator back the parts store and they said that they both work just fine. i cant figure it out can you help

What are yoy using to check the voltage??
The stock gauge can be wrong.
And the voltade should be checked at around 2000 RPM.
