without more info im guessing its the water pump when they start to go they make a whistling sound. thats assuming its coming from the the engine and its not a wind sound coming from bad door moldings...

Sounds like you are not getting a sustained fuel charge. Sometimes the fuel pump is controlled by the oil pressure sender sensing oil pressure. Could be any number of things to troubleshoot.
