I would say the pump is worn out, it could be a defect also.

I am having the same problem. In addition the RPM goes up by a fair bit if I turn the steering wheel a little bit in either direction.
Can such a pump be repaired? Or does it have to be replaced?
There is no leak.

No, pump repair isn't a DIY job. To save a bit of money, you can buy a used pump from a wrecker, but there's always the chance that the pump you get is on the way out as well.

The pump you buy in a parts store is likely a remanufactured unit - they are cheaper than new and equivalent to new for most people's needs.

I would also ask Toyota if theres a Service Bulletins on that pump, or warrenty still on it.
