Greetings Jay welcome to the Forum.

Gees those Rovers have a lot of Heater problems!

I'm not all that familiar with your model, but there's a resistor that has "taps" on it, where the switch connects with one, to control speed.
The windings of the resistor are probably broken, limiting your speed settings.

On the start and stopping, if it's regular, I think it may be a thematic overload in the Switch.
Usually getting the Blower out, and giving it a good cleaning and re-lubricating the Bearings, may keep it going.

Have a good Day !

Jay,

Sorry, but like I said, I'm not all that familiar with the model.

Remove Heaters ?, Core, Motor, just what part, someone else who may know, might come forth and tell about that.

We've just redone the Site, and the "Search" feature is not installed for the Topic/Thread lookups yet.

Go to "Questions and Answers" and "Cars", I've seen several Threads about Rover Heaters in them.
My best offer.

Have a good Day !
