very very tiny little black bugs

there are very small black bugs in my house that when they bit it itches like a flea i guess. there the size of noseeums if not smaller. they can't fly but they can jump. i sprayed the carpet with flea and tick killer and it maybe as helped a little bit but not much if all. any ideas. they seam to be in the carpet. im thinking one of my cats brought them in.

Did the killer have an IGR in it, or was it just insecticide?
